The game is in Japanese but it wouldn't be a problem after a while of palying. It's pretty straight forward.

To run the game you have to install papploc.msi which is included in the torrent and use it to launch the game executable file "CM3D.exe". Choose "μùÑμ£¼Φ»¡" then it'll run just fine. This software Applocale is a unicode converter for non-unicode games.

This is the vanilla game with all DLCs & patches available for now, but without any third party mods.
